COMMUNITY LED LANDSCAPE MANAGEMENT PROJECT (CLLMP)

The Government of Meghalaya with financial help from the World Bank is implementing the Meghalaya Community Led Landscape Management Project (MCLLMP). The project covers the entire state of Meghalaya, and implementation of community-led plans are rolled out in a phased manner throughout the state. The Meghalaya Basin Management Agency (MBMA) will facilitate community-led planning by providing support, technical inputs and funding.

The project is intended to strengthen community-led natural resources management in selected landscapes within the 7 districts of the state. This would be achieved through a variety of planning, capacity building, and on-the-ground interventions to promote the conservation, sustainable use of natural resources, social inclusion and community mobilization; building traditional knowledge and learning, mapping of natural resources management; strengthening the community institutions and creating linkage with financial institutions and community organizations.

The project interventions will include preparation of community led natural resource management plans. The CLLMP has the following three components:

  1. Strengthening Knowledge and Capacity of Communities for Natural Resources Management

  2. Community-Led Landscape Planning and Implementation

  3. Project Management and Governance

The project objective is “to manage and conserve the natural resources, especially forests, soil and water sources, in a manner that supports the financial and physical well-being of communities in the State”


Introduction

Khlookynrien Village is located in West Jaintia Hills district in the state of Meghalaya. Agriculture is the main profession of this village and does not have any industrial development. The People of this area is very peaceful without taking much issues and problems to think about the external affairs. They are confined to what they have been doing and comfortable with their daily schedule.

Village History

In the olden days, Khlookynrien Village is a place covered with thick forests and which has various types of plants and animals. We can find fauna like Tigers, Deers, Wolves, Lions, Fox that can harm people and other living beings. This place is very fertile and fruitful which is covered with forests. Therefore, people from other villages like Mynska, Soh kymphor, Byrwai, Pohkseh came to work in this place. As time goes by,many houses were there and people started living here. They take their children here but they never give birth or finish the death tasks. They used to take it to their own villages. However, people find it very difficult to carry the death bodies of people to faraway places, so people who come out from Byrwai started doing the religious ceremony here and later, others do too.However, it is inevitable, that one mother from Mynska gave the first birth in this place. Later, when people saw that there weren’t any feelings, they started giving birth too. Later, they begin to identify themselves as villagers of this place. They started seeking help from Government for schools, eating and drinking supplies and other necessities. Later, after years and years, the population of the village gets bigger and bigger, most of the forest become thinner and animals become endangered due to diggings of underground minerals or coal as well as selling of trees and because of agriculture.

Khlookynrien village is surrounded by water. As we can see from the east side, there is no rising of the hills whereas from the west side it slips down. The north and the south is steep because there were hills. Thus, the ancient named it as ‘’khlookynrien’’ which means forested place and also which goes downhill or steep.

At present, this village has changed. It has about 227 households. People modifies the outlook of this place. The forest has declined due to digging of minerals and agriculture .Selling of trees for money. Despite all of these, the villagers are still poor, illiterate, lack of progression but the village is filled with love and understanding towards one another.

VILLAGE PROFILE

Khlookynrien Village is located in Laskein C.D Block in West Jaintia Hills District, Meghalaya, India. It is about 48Km away from Block Office and 41.2 Km from district headquarter Jowai. The traditional land tenure system is Daloiship. The village is inhabited by the Pnar community with 228 households and a population of 1363. The gender ration in the village is 666 males and 697 females. As per the data collected, 226 HHs uses fire wood for meeting the fuel needs with an average consumption of 5820 kg per household per annum and 1 HH use LPG with an average of 6 cylinders per household per annum. The village does not have sites of tourist interest. The main institution of the village is the Village Council, School Managing Committee (SMC) and were functional. There are 1 Water and Sanitation Committee. Government Water Supply is available but it is not enough for all the household. At present, there is no hospital and there are 3 primary school in the village.

Activities

  1. GROUND TRUTHING AND SENSITIZATION PROGRAMME

Ground truthing and village level sensitization programme was held at Khloo kynrein village under Laskein Block on the 10.02.2020 There were many members participated for the programme. The community decided to have a meeting with the entire village members and discuss about the project, formation of VNRMC, EC and Village facilitators.

FINDINGS

1. Timber has been reduced over the years due to commercial use.

2. The cause of degradation is due to deforestation.

3. Water bodies are facing threats due to mining runoff.

4. Public health centre is very limited including the hospitals are very far.

5. There is no proper facilities for irrigation hence the community members have to depend on rainy season.

6. conflict and disagreements are being handled by the village council.

After few days of sensitization programme, on the 18 of February 2020, the district DPMU and SPMU visited Khloo kynrein Village for signing of all the documents such as EOI, VGA and CGC.

The formation of VNRMC EC members and VCF were been done on the 15th -02-2020, wherein the community decided to select the representatives from VEC, SHG and other village functionaries.

PRA exercise was conducted on the 6th September 2019 at Khlookynrein Village,Laskein Block, WJH.

Plan Estimate:

The plan estimate is done once field engineer along with the Environment Management pay a visit to the proposed sites for inspection. On approval, the plan estimate is being carried out further by the district field engineer.
