

COMMUNITY LED LANDSCAPE MANAGEMENT PROJECT (CLLMP)
The Government of Meghalaya with financial help from the World Bank is implementing the Meghalaya Community Led Landscape Management Project (MCLLMP). The project covers the entire state of Meghalaya and implementation of community-led plans are rolled out in a phased manner throughout the state. The Meghalaya Basin Management Agency (MBMA) will facilitate community-led planning by providing support, technical inputs and funding.
The project is intended to strengthen community led natural resources management in selected landscapes within the 7 districts of the state. This would be achieved through a variety of planning, capacity building, and on-the-ground interventions to promote the conservation, sustainable use of natural resources, social inclusion and community mobilization; building traditional knowledge and learning, mapping of natural resources management; strengthening the community institutions and creating linkage with financial institutions and community organizations.
The project interventions will include preparation of community led natural resource management plans. The CLLMP has the following three components:

The project objective is “to manage and conserve the natural resources, especially forests, soil and water sources, in a manner that supports the financial and physical well-being of communities in the State”
Rongbokgre village is situated under the Dalu C&RD block of West Garo Hills district of Meghalaya. The village is about 31km from the Dalu Block and 41km from the district Headquarter, Tura. The village is under the traditional land owner of A’king Nokma. The total population and the demographic of both male and female of the village is about 472 with 92 number of household. The village Latitude is 25.34899" North and Longitude 90.26275"East. The community is surrounded by Areca nut and cashew nut plantation.The total geographical area of the village is around 272.94Ha with 2.7294sq.Km.

During 1953 in Rongbokgre village Jamin Sangma, Kimji Sangma, Rubi Sangma, and Nibaram Sangma were the ones to accept Christian religion. The one who preached the word of God was Rev. Fr. Mathew from Elanjipuram Dalu Parish. In Rongbokgre village, there was no other religion than Roman Catholic. One person is serving as sister in Guwahati.
In Rongbokgre is one L.P. school pucca, 1 Community hall pucca, and Headman tea stall by the roadside. There is one Jio tower constructed by Government. In Rongbokgre, there is one place allotted for graveyard and one land owned by a church.
Since most of the families are poor in Rongbokgre, they lived by doing jhum cultivation and plantation. They plant mostly arecanut and cashewnut.
The Village is about 31 Km away from Dalu Block and 41 km away from district headquarter Tura. The public transport facilities to and from village is bus and private vehicle.In respect to the Social Mobilization; it wasn’t that difficult to handle the community of this village as they are active and hardworking. Despite of very less facilities available, the community are very keen towards achieving the aims and objectives of CLLMP.
Fuel /LPG /biomass/gas most of the households are using Woodsand very less access to LPG.The community has few facilities such as education, safe drinking water supply, road and access to medical facilities. The village is under Head of village (Nokma).The total population of the, Rongbokgre village has total no of 92 households with the total population of 472. Out of which240 are males and 232are females.
The following is the demographic break up information acquired by the CLLMP team of WGH district.


The
village is far
from the Tura town and is under developing village. Rongbokgre
village are still into farming which includes agriculture and multi
cropping. Unlike any other village’sAreca nut is always one of the
most grown cash crops followed byCashew nut.The occupations of the
community are farmers 70, Labour16, Business 5 and Service 1.



GROUND TRUTHING AND SENSITIZATION PROGRAMME
On
the 5th Sep 2019, the West Garo Hills district team Shri Chakrang
Sangma, Ms Dimera Marak and Ms Nimrica Marak along with SPMU team
Shri P.K Marbaniang DPD; CLLMP visited the village for awareness
programme and signing of green charter.
As an outcome the community are ready to form the VNRMC EC members, VCF and other committees as per the project requirement. There were around 69 participants attended the programme
The village has 92 HH with 472 total populations.
The village water sources are springs and streams. It has 8streams and 3springs and 3 River.
The village has many local tree species such asJackfruit, Banyan, Chambil, Mango, Jambura, Tamarind, Bolbret, Gambare, Kilwe, Kantap, Jiga, Aminsep, Tewek, Chram, Bolchu, Agatchi, Gimbil, Sirore, Ambare, Chambu, Matchia, Bolpu, Arimu, MAkanchi, Megong, Bolbit, Boldok.
The village Forest has medicinal shrubs/trees such Mandal, Akon, Rajamuni
Commercially valued Trees/ Shrubs/Plants in forests available in the village forest are Gambare, bolbret, siso, chamolja, jackfruit,
Any vulnerable/ endangered species in Forest (fauna & flora)are Samgoldak, pangpangsi, bamboo grass.
There is no safe drinking water supply. The sources of drinking water are the streams, wells etc.
2. Transportation facilities: There is very less and timely public transportation which is bus and winger.
. Banking Facilities: Banking facilities is also a part of their challenges where they have to travel up to Gambegre market.
Public health centre is very limited including the hospitals are very far.
There are no proper facilities for irrigation hence the community members have to depend on rainy season.
There is no irrigation system in the village.
The cause of degradation is due to deforestation.
The village cause soil erosion from the hill top.
The village has Nokma Committee that looks after the Natural resources of the village
During social conflicts the community tries to solve the issue through verbal.
The situation of cleanliness, sanitisation, and access to toilets improve due to the presence of VWSC But waste management is poor because people are not aware of throwing Garbage.
The change of agriculture practise is that before practising of shifting cultivation they convert to the conservation purpose of the forest.
The
District team of West Garo Hills conducted PRA and CNRM plan at
Rongbokgre Village Dalu Block, WGH on11th Sept, 2019.
The exercises were conducted by the district team Environment and Field Engineer. TheTeam informed the community that PRA exercise is to understand and locate the natural resources of the village and plan the activities according to their need. The community had an exercise to plan and draw resource and social map on the same day.
In the exercise ofCNRM plan preparation, the community were asked to prioritized the plan /activities and submit the plan to DPMU for 5 years. The exercises were done in the presence of villageheadmen, VNRMCs and Village facilitators.
2.1 Signing of Documents:
As an acceptance and agreement to the project, every member of the village households had to sign green charter on11th Sept, 2019 and submitted the Village agreement and Expression of Interest to DPMU.
2.2 Formation of the VNRMC
On,11th Sept, 2019after the ground survey and sensitization programme, the village signed the EOI, VGA and Green charter as a sign of accepting the project. Whereas in regards, to the selection of Village Natural Resource Management Committee(VNRMC) members the Village Executive Committee (VEC) along with entire community carried out the process of selecting 15 chosen members such as 9 Executive members, 3 Purchase committee and 3 Village Community Facilitator.
