DISTRICT PROJECT MANAGEMENT UNIT (DPMU)

The Government of Meghalaya has launched its flagship program, the Integrated Basin Development Project (IBDLP) in 2012. IBLP is a citizen-centric and demand-driven program that focuses on the development of community participation and capacity building as the pathway to sustainable eco-systems development.

Nestled under IBDPL, the Community Led Landscape Management Programme of the Government of Meghalaya looks at natural resources management through a community-led landscape approach. The Community-Led Landscape Management Project (CLLMP), which receives support from the World Bank, is a part of the CLLM-Programme.

The project interventions will include preparation of community led natural resource management plans. The CLLMP has the following three components:

Objective:

“To manage and conserve the natural resources, especially forests, soil and water sources, in a manner that supports the financial and physical well-being of communities in the state”

Scope:

By creating and following efficient systems and procedures and utilising the right technology, the programme will also make an investment in enhancing the delivery of the process and results.

The Project will be executed by the MBMA in collaboration with other partners particularly, SIRD (for training and capacity building), Department of Soil and Water Conservation, Water Resource Department, Forest Department, specifically with respect to technical inputs, safeguards management and Community NRM plan preparation.

Village Overview:

The village of Phanniewlah Rum falls under MawphlangBlock. The village is located 32 kilometres from the district and state capital Shillong and 10 kilometres from the block headquarters Mawphlang. It is part of the HimaMylliemSyiemship, covering a total area of 172.49 hectares and housing 594 people over 105 houses

The number of households in this village is 105 with a population 594 people.

Problem Analysis

Problem analysis involves identifying the overriding problem and establishing the causes and effects related to that problem. The FGD conducted with the participants to establish the problems faced by them reveals the following information

  1. Do people have sufficient access to supply of fodder, fuel wood, leaf litter?

No, it has reduced greatly over the years. People have to acquire from the market.

  1. Has access to timber improved or reduced over the years? How is access for household use and commercial use managed?

The villagers' access to timber has decreased over the years. Majority of the people in the village get it by purchasing from vendors.

  1. Are the water bodies facing any threats?

Yes. It reduces over the years. There is a scarcity of water during the winter seasons because of deforestation and increasing population. The water body is also facing threats of pollution, as the washing platform is located at an elevated site. Hence, gray water seeps downwards into the water bodies.

  1. Do all people in the village have access to drinking water? What are the challenges?

Majority of the people in the village do not have proper access to drinking water. There is a scarcity of water during the winter seasons. Women and children have to fetch water from a water source which is far from the village.

  1. Are there degraded areas in the village (open/ degraded forests, mining affected, high soil erosion etc.)?

Yes, there are degraded areas in the village.

  1. What has caused this degradation? Are there practices causing threats to availability and access to natural resources?

Soil erosion is one of the main causes for degradation. Forest fire and deforestation are other causes. There is also high usage of chemical fertilizers for agriculture which causes the soil to infertile.

  1. What have been the changes in agricultural practices?

Use of chemical fertilizers and pesticides

  1. Are there any challenges in farming?

Water Scarcity, soil infertility and pest infestation are the major challenges

  1. How would you consider the health situation in your village?

The health situation in the village is good. The healthcare centre is in Thainthynroh subcentre which is around 1Km from the village.

  1. How is the situation of cleanliness, sanitation, access to toilets and waste management?

In terms of sanitation and cleanliness in the village, a cleaning drive is conducted once a year. The people in the village have good access to toilets. The waste from their households is managed within their own compounds.

  1. Who are the most vulnerable in the village? What can be done to improve their lives?

The vulnerable groups in the village are Persons with Disability and Old age. There are no avenues currently available to improve their lives.

  1. What are the livelihood aspirations of the youth? Are there any avenues available?

The livelihood aspirations of the youths is self employments. There are no avenues that are available in the village.

  1. Do any committees/ institutions/ rules exist to manage and monitor natural resources in the village?

There are no specific committees that are present to look manage and monitor the natural resources in the village. The Dorbar looks after the monitoring and maintenance of the natural resources in the village.

  1. What are some of the major issues of conflict in the village?

There are no major issues of conflict in the village.

  1. Have any of the above issues been discussed in village meetings?

None.

  1. How do people resolve disagreements and conflicts?

Resolving of issues and conflict is done by the Village council.

Purpose of Intervention

Water scarcity , especially during the winter season has been a huge problem for those who have expressed their concerns and demonstrated persistent efforts and interests in seeing the interventions implemented, which is the fundamental reason for pursuing interventions in this area. The interventions serve to provide clean drinking water during the winter season as well and to prevent the collapse of the areas surrounding the water sources (springs , streams etc) as the villagers have also expressed their concerns with regarding the soil erosion within the village.
